Japanese Leafhopper nymph
What is this bugs function? Is he a good bug or a bad bug? Does anyone know? It's on my rose bushes.

 
They suck the plant juices
but damage is usually so small as to be undetectable. More seriously, leafhoppers are known to transmit plant diseases and can be considered a pest for that reason.
