The small size (1/2 inch) would suggest a male in Hemipepsis (Pompilidae)

 
Tiny by tarantuala hawk standards:-)
Hemipepsis is not always smaller than Pepsis. Male Pepsis mexicana are the smallest tarantula hawks I have ever seen. But, the lack of bluish reflection on this specimen, plus what I can make out of the wing venation, does suggest Hemipepsis ustulata.
