Appears to key out to Anthomyza → A. neglecta species group → A. variegata using the Roháčk and Barber 2016 keys (1). That ID gets more tenuous with each succeeding key so I'd appreciate confirmation/correction of the ID.

update: Species ID kindly confirmed as Anthomyza variegata by Kevin Barber. He also provided some additional and useful information about IDs in this genus:

"I get the impression from museum holdings that A.variegata is a very common anthomyzid in your area, and as far as I know, as yet the only member of the neglecta-group recorded from MD (but that could change at any time).
Distinctions between closely related females are often (or usually) more of a struggle than are males in this family.  Males will usually have enough of their external genitalia exposed to allow a confident ID.  The distinction between A.variegata and A.dichroa is much more straightforward than is that between A.gibbiger and A.orthogibbus, for instance.  A rare contrast is the pair of Arganthomyza socculata and Arg. disjuncta where the females are more confidently separated than are the males."
