This is a species of Megacerus. The larva feed on the seeds of morning glories, while the adults are usually found on the flowers.

this is a nice 'been weevil' (Bruchinae)
too bad it's out of focus -- VERY nice bug, nice angle, too! i can't tell you more, alas, but am sure the shot provides enough for an expert to ID it. A similarly built yet very distinct sp. is shown here
