Sand Wasp?

Sand Wasp?
Springtown, Wise County, Texas, USA
August 1, 2021
I'm thinking this is Genus Steniolia but not certain
It's been hanging around these flowers. It has a fairly audible buzzing sound when flying, appears non-aggressive (though other wasps and bees appear to avoid it)
