Discovered this early morning by the river behind our house after camping with grandchildren. It was moving, but not flying…wondering if it is a cicada, but doesn’t appear to have orange near eyes

Yes, cicada
Maybe Tibicen/Neotibicen but that's really just a guess. A closeup picture might be needed to get it to genus conclusively.
