One very flashy Beetle in So.Cal

Just found a Beetle we've never seen before in So.California; It's about 3 x the size of a lady bug, same colors, but the belly is full of tiny white and red dots over a black background, the top has larger spots in the same colors. The shape of it is oval with 'squared off' corners! It's hanging out near my tomato plants. I'd like to know what it is and if it's harmful to my plants or not.
