Size: ~25mm
My damselfly knowledge is nil. I can't find the terminal markings of the abdomen (lots of black) in any of the Kerst & Gordon photographs or in the visual keys. Looking forward to an ID to compare with the book. Presumed a male, but who knows? Flying typically low to the ground in my daughter's urban, grassy lawn back yard, far from any water.

Clackamas County only has a couple Enallagma species which helps with this one. This is a female Tule Bluet. A female Boreal Bluet would have a differently marked abdomen.

For the comments. Dragon & Damsel Flies are hard. Field guides that show one or two photos are merely the tip of the iceberg.
