are these lacewing eggs?

Size: 1mm, maybe smaller
found these on my dill, you can see they are connected to each other by a crosspiece of silk or whatever that stuff is.

They look like lacewing eggs
They look like lacewing eggs to me. I can't think of any other insect that lays suspended eggs like that.
