Size: 28 mm
Size estimated. With prey, a noctuid caterpillar. I was able to get a sequence as the wasp took its prey to a prepared burrow, placed it inside, removed it, (dug out the burrow?), placed it inside again, and covered the burrow. A satellite fly, Miltogramminae, hovered nearby. (I'm posting the photo for the fly, more so than the wasp.)
Prey/host looks identical to one I saw being taken by this wasp species at the same location eight years ago:

That was identified as a Prominent Moth, family Notodontidae, likely Variable Oakleaf Caterpillar Moth--Lochmaeus manteo. Compare Troy's image:
