Just guessing about the "scale" - perhaps it is a midge or wasp gall
This is in the very large playground, near the Manitoulin St. entrance, of Fairmont Public School.

having reviewed the 2 options provided for ID, I believe this is Phylloteras poculum. It was not fuzzy like the Neuroterus umbilicatus and the photos of N U are not what I saw.

data needs correction, wrong text in the city field
essentially, only the place name belongs there, the rest is best moved to the Remarks (the host info), or ommitted as non-informative (the "Fairmont School Playground" part)
