Reared from galls taken from oak tree. Single wasp emerged after approximately 3.5 weeks.

I cannot say one way ...
... or another about the galls themselves, but your wasp definitely is a member of the Cynipoidea, and probably the family Cynipidae, which consists of gallmakers and gall inquilinies.

midge galls
Thanks for the confirmation on the family. Two people have confirmed that the galls are probably midge galls from polystepha, so I would follow your suggestion and go with a cynipid gall inquilinies. Another confirmation would be that only the 1 single wasp emerged, so far nothing else visible has happened.

Not Gall
Someone informed me that the galls are probably midge galls and the wasp that emerged may either be a cynipid wasp that takes over already formed galls, or a chalcid parasite on the midge.
