This is definitely a member ...
... of the superfamily Ichneumonoidea. Is it only 2-3 mm in length? If so, then it is likely a member of the family Braconidae, sunfamily Aphidiinae (which parasitize aphids). If it is larger, then it is a member of the family Ichneumonidae.
