In Sidalcea malviflora var. sparsifolia.
The simple-hair scopa make me think of Hesperapis, but then the venation doesn't seem clear; is it two submarginals, & the seemingly third due to a wing overlap.

Note the 3 SM cells, abruptly truncate marginal cell apex, and yellow clypeus

This is a male, as indicated by the yellow clypeus, which explains the sparse and simple leg hairs
