Culex restuans
The dainty upturned, unclubbed palps indicate Culex. The two spots atop the scutum are a field mark for Cx. restuans.

 
Re: Aedes canadensis
Regarding Aedes canadensis, it is easily distinguished from most other mosquitoes (though not all other mosquitoes) by the presence of contrasting bands on the legs that cover the tarsal joints. Note that this individual does not have tarsal bands.
