Range Extension or Undescribed Species?
The 2004 revision of Tmemophlebia by Hall & Evenhuis(1) treats 13 nearctic species in the genus, with 4 recorded only from Mexico. None of the 9 remaining species include Washington within their given ranges. The closest species would be T. aldrichi, with records from Oregon and Idaho.

Tmemophlebia
This looks like Tmemophlebia. The other shot looks a bit different (dark wing veins, should be pale in Tmemophlebia), but that's probably just a trick of the light.
