Amplicephalus nebulosus
is what I think it is, but I don't have an illustration of the female genitalia at the moment

I agree that it dorsally looks similar to nebulosa, but the sternite diagram in this link is much different than the sternite here: http://dmitriev.speciesfile.org/taxahelp.asp?hc=36653&key=Erythroneura&lng=En
