Size: less than 20 mm
The UL label on the camera in the second picture is 20mm long and the cicada was shorter than it. Is this Melampsalta calliope or something else given the green coloration ? It was out in the open grassland of the prairie.

We have to admit that when we first saw it we thought we were looking at another large fulgorid ...it was so small.
