Can you get a picture of an adult?
Unfortunately I do not see any clear views of the cauda on an adult. Looks like the two bigger ones in this photo are immature, the cauda looks short, dark, and triangular.

Uroleucon achilleae is likely but identifying nymphs to species generally doesn't work because they don't have the adult characters used for ID fully developed yet. If you look on the achillieae page on influential points you can see that apterous adult's pale cauda very clearly.
