Note the individuals on the back edge of the nest. I did not when I was taking the picture, and was lucky not to be attacked.

. My apologies for overlooking D. albida, another possibility. Although D. albida has not been recorded from Oregon to my knowledge, I think the unusual nest site warrants suspicion. According to Yamane et al. (1980) the species will nest in depressions or hollows underneath moss. Best to leave this here until we know more.

Dolichovespula norvegicoides
Oops! These are actually D. norvegicoides. The long oculo-maler space puts them in the genus Dolichovespula. Members of this genus do sometimes nest in cavities or other concealed spots, although rarely cavities in the ground.
