This looks a lot like a Loosestrife Beetle, [Neo]galerucella but it is on the glass door of a suburban office building. The closest known release site for these beetles is 2-3 miles away. Also, it is late in the year.

There are dragonflies in the parking lot so maybe there is water in the neighborhood.
