I think...
it is a (Graphocephala picta), though it is also similar to a "Rhododendron Leafhopper (Graphocephala fennahi)". I'm thinking picta due to some markings similar to yours that fennahi is lacking.

You need a length measurement to distinguish the species when the red and green bands are nearly equal width.

for the genus?
Welcome to BugGuide!! Some great pics. It's helpful if you can link together pics of the same organism though. After you add one picture, hit "view", then somewhere toward the bottom it gives you the option of adding another pic in with your previous one.
To link ones that you've already missed linking together, you can hit the "tag" button on a picture, then go to one of your other pictures, then "tag" that one, and up by the "tagged" pictures in the top left one choice will be to link them.
