I think...
it is a (Graphocephala picta), though it is also similar to a "Rhododendron Leafhopper (Graphocephala fennahi)". I'm thinking picta due to some markings similar to yours that fennahi is lacking.

Graphocephala fennahi. Dr. Hamilton's the leafhopper expert though. I'm sure he'll be along to correct me if I misspoke. :)

You need a length measurement to distinguish the species when the red and green bands are nearly equal width.
