Andrew Johnston at ASU said “almost certainly Eleodes anthracina” but “quite similar to some other AZ subspecies of Eleodes carbonaria which can be separated by some ventral characters.”

 
Can safely be placed in Melaneleodes
Although I definitely agree on E. anthracina, I very much doubt it’s E. carbonaria.
