Looks like P. bellicosus
or P. dorsalis. not entirely sure which, thiugh

P. bellicosus
I agree, this is P. bellicosus for sure. The nest is also useful for an ID. This species usually nests only in vegetation, and the nest petiole
is very thick and sometimes chaotic (not here though). It is also larger than P. dorsalis.

Western bellicosus
P. bellicosus seems to follow the trend of other species to increase yellow markings towards the west. This specimens has yellow spots on tergum 2, something I have never observed on eastern bellicosus.
