small wasp possibly laying eggs

small wasp possibly laying eggs

Size: ~4 mm
I'm not sure what is going on here. I thought this might be a parasitoid wasp but it appears to be laying eggs on a grass leaf. Maybe it is laying its eggs in the eggs that were already deposited there?

Thanks for your help in identifying this egg parasitoid wasp, Ross! I thought that it might be laying eggs on or in some eggs already on the leaf.
