Size: 2.25 mm
I've seen female Paraolinx in cattail seedheads (e.g., BG 1794223) where they parasitize the larvae of microleps Limnaecia phragmitella and Dicymolomia julianalis. Is this a male of the same genus? 2.25 excludes antennae and wing exptensions. ID help appreciated.

as far as I can tell
it's not a male Paraolinx based on the structure of the antenna. according to the Schauff et al. eulophid key (1), male Paraolinx has the "funicle with segments expanded". I'll email you a screenshot of the figure from the key.
