thought it was a european paper wasp (polistes domnula) But noticed the lighter eyes and the orange markings, It may be a northern paper wasp (polistes fuscatus). not sure if male or female...

Note the lack of bright antennal flagellomeres, characteristic of P. dominula group paper wasps. As the antennae don't curl inward (see https://cjai.biologicalsurvey.ca/bmc_05/bmc05images/species/c77-8.jpg) this wasp is female.

I believe you're right
It looks to me like P. fuscatus. To determine m/f, what might help is a facial shot or an underside shot. I'm guessing you didn't get any more shots than this, which is not optimal for gender determination. There might be ways other than face and underside shots, though.

I was lucky to get these shots back then when I didn't know what i was doing, hopefully I get better shots this year...
