I am assuming this is some kind of wasp, but I've been way-off before. :)

Coelioxys (Synocoelioxys) hunteri Crawford, 1914
note subgeneric character: tuft of hair anterior to median ocellus

Species characters include long axillae (unlike C. alternata) and a scutellum more strongly bulging posteromedially (see Mitchell, 1962: Fig 64)

Bee.
Female Coelioxys sp., family Megachilidae (parasitic on other members of that family).
