rock down next to the water
Not on a plant. Strangely enough, this litter critter was on a rock right where I was taking pics of flies down by the edge of the water on the south end of the Puget Sound. Basically a rocky/sandy beach next to a large mudflat. "Nearby", lots of coastal plants and coastal forest.

 
Euscelis
This genus feeds on sedges and rushes, so "down by the edge of the water" is appropriate.
