Looks right (to me) for Scolia. Maybe Scolia dubia haematodes...

If not Scolia, it might be Triscolia ardens.

 
I agree it's one of those two species, unsure which.
As for Scolia dubia, it has only been verified as far west as Arizona, although California may also be possible.
