Two of the common parasitoid families ...
... that emerge from galls are the Torymidae and Ormyridae. This could belong to either of them, but unfortunately, the image is insufficient to tell which.

I will try to get a better photo. I have preserved the specimen, if that helps (not sure if anyone is interested in specimens of parasitoids from oak galls)...
