Pterocheilus quinquefasciatus, female (OK)
I recently had the opportunity to examine a specimen of this species. Characteristic abdominal colour pattern, large size, apically emarginate clypeus distinguish the species. In your area there is nothing similar.

Probably a Euodynerus, and apparently something new to the Guide. Unfortunately, I don't know what it is.
