O. betheli - Oligotrophus betheli
Albuquerque, Bernalillo County, New Mexico, USA

Host plant: Juniperus monosperma. Tip of the leaf with flared bracts, with tiny gall in the center. This species hasn't been recorded from J. monosperma but I have found multiple other galls that Russo doesn't list from J. monosperma on that plant.
