Seems so
This comes close . Lots of 'Empis' records for Oregon/Washington, none speciated, vast majority not beyond 'Empis'. Amazing proboscis. Not visible in my photo but I'll look for another fly on our blooming Viburnum tinus. This one was landed nearby. Thanks
