Phanogomphus
The dull yellow markings and very small club make this a clubtail of the subgenus Phanogomphus. The four best options at this location would be Rapids, Ashy, Dusky, or Lancet Clubtail. The dull coloration and pale dorsal markings on the club eliminate Rapids Clubtail. The dull coloration, particularly on the club, would seem to eliminate Lancet Clubtail, too. Beyond that, I'm not comfortable making a 100% ID without a high-res blow-up of the terminal appendages. The cerci look good for a Dusky Clubtail, but it's very hard to tell for sure. However, the frontal thoracic stripes and the dull dorsal area on S9 might suggest Ashy. Either way, it's an instructive bug...showing how difficult it is to ID this subgenus from a single photo. Do you have any other shots of the terminal appendages?

Pronghorn Clubtail?
Maybe a Pronghorn Clubtail (Gomphus graslinellus), we have tons of these flying around down in SW Minnesota right now.
