(Sorry about the blurred shots. Frass.) Possibly Southern Yellowjacket (Vespula squamosa) (?)
(If yes then in my limited experience then seemingly much less commonly observed than Eastern Yellowjackets (V. maculifrons) in my location.)

Observed investigating a mossy stump in a mixed pine/ deciduous forest. (Thanks)
