Size: about 1 cm
Possibly a Digger bee- Anthophora villosula? Hovered quite a bit before landing. Pictured on a Rhododendron leaf which is 3.5 cm across.

Male - The dark hairs on the thorax and the golden hairs all over, (mixed with white) should help to narrow down the species.
I like the tufts of dark hairs on his mid-legs, but I'm not sure how uncommon that feature is. (tickle-hairs)

Agreeing Digger Bees (Anthophorini),
Unsure which species, others may determine it, Habropoda laboriosa also has some similarities for example in face mask.
