I think this might be a root-maggot fly. It doesn't appear to have any distinctive characteristics so it probably can't be identified any further, but I was able to get some fair photos that could help.

Short discal setae on scutellum, clothed notopleura, and more help to get to superspecies, width of eye separation and color of legs help with species.
Number of pd setae in hind tibia is 2 which differs from 3-4 from Griffiths but it may be broken off, not replicated in the other leg, or something.

Thanks for identifying this fly as a root-maggot fly, John. I tried looking at the wing veins to determine if it was Anthomyiidae but couldn't see the 2A vein.
