Not an expert but...
Have you seen Spicebush Swallowtail (Papilio troilus)



I think all of the look-alikes can be ruled out but the colors don't look quite right to me. But this might just be a common variance for this species.

Not really.
They're fairly common in city parks and anyplace with decent habitat.
