Size: ~6mm diameter
Gall or some kind of egg cluster. I have it in a container to see what comes out, if anything. Found on underside of an Oak leaf.

Moved from Galls. Felt (1940) lists several galls that look like this without really giving any way of distinguishing them, but all are in the cynipid genus Acraspis.

Gall
It's highly likely that this gall was made by a cynipid wasp, but I don't know which species. Knowing the oak species will help with ID... I've seen similar galls on white oak.

Thanks for the replies. I still have the gall and another similar one found on the same tree. It is a Water Oak, I think. I just checked them and nothing has emerged yet. The gall in the photo has shrunken slightly if that means anything.
