My best guess is that this is a frit fly in the Subfamily Oscinellinae. I'm not sure if that black "bar" between its eyes can help identify this fly or not.

I never dreamt that this might be a leaf-miner fly, John. I pictured leaf-miner flies as being compact little dark-colored flies. Now I see there is the Subfamily Phytomyzinae where some of the flies look similar to this one.
