I havent been able to identify whether this is P. occidentalis or P. modesta. I decided eventually that modesta seemed most likely, but can anyone confirm?

yes, it looks like P. modesta
Though I have a hunch (maybe way off) that the two "species" may intergrade in Idaho and south through the Rockies where they meet.
