Is this a torymid?

Moved
Identified by my torymid contact.

Moved from Torymidae.

Yes...
Short stigmal vein, extruded ovipositor, and raised cercal plates point to a female gall wasp in the family Torymidae, probably genus Toryminae. Nice work.
