Female
The only things that have short-clubbed antennae (as far as I know) are females of genus Pseudomasaris. The males' antennae are much longer. A species ID is unlikely from this image.

... in the Hymenoptera, but other than that, I'm not so sure. The clubbed antennae are reminiscent of the sawfly family Cimbicidae, but I wouldn't take this as a definitive answer. In fact, I may end up frassing the image.

Clubbed anntennae character
I agree that the clubbed antennae seem characteristic but didn't find anything that fit well. I have some other photos but not a lot better. I just posted it.
