West slope Sierra Nevada - est 6000 ft elev. - mixed conifer forest -- observed in tules on 10-acre pond - appeared to be studying the dozens of odonates emerging as I was also - Leucorrhinia glacialis Crimson-ringed Whiteface - stayed on tule stem 15 mins+

That is probably something in Sciomyzidae. I'm not sure that we can rule out every other genus in your area.
