I'd say this one is better off in T. femoratus.

 
Agreed.
This beetle appears to be out of range, i.e. not in California or Oregon, and exhibits three physical traits more in line with T. femoratus:

1. Red femur, not black
2. Hairyness, instead of being smooth.
3. Small spots near end of elytra, as opposed to large spots

While not an expert, I've shot a lot of T. basalis recently. We have one other post that seems to be similarily mis-identified, and I've notified the contributor.
