It certainly is an Argyresthia but I can't find a match for it in the Guide, MPG, or Microleps.org. If you find another one and can get a lateral view as well as dorsal, that would help too.

 
Gracillariidae?
Those tufts around the head make think something in the subfamily Lithocolletinae within Gracillariidae.

This is not an Argyresthia and I agree with Steve thinking this is likely a lithocolletine gracillariid.
