Size: approx. 15mm
This looks to us like a Trypoxylon sp. wasp. Is this correct and can it be identified to species?

Yes.
Your genus ID is correct. Subgenus is Trypargilum. Doubt we can get a species from images alone, though. Trypoxylon subgenus are very small wasps compared to this.
