The term 'locust' is usually used to refer to a swarming phase of certain grasshopper species which can switch between a solitary and gregarious (swarming) phase depending on whether they were crowded as babies. Thus all locusts are grasshoppers but not all grasshoppers can become locusts. This one is Schistocerca obscura, which is always a solitary grasshopper (although members of the same genus such as S. gregaria and S. piceifrons can transform into locusts).

'Locust' may also refer to cicadas which are not related at all!
