It's a young one. Perhaps someone else will know how to tell the younger Tiger caterpillars apart.

follow-up oops, I now see that this has already been suggested under one of the other photos. It is apparently feeding on Alder, which could be a clue. I'm not sure which species favors Alder in your region (perhaps both?).
